Job Description

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The Office of Management Analysis and Planning (OMAP) analyze and evaluate Departmental policies, programs, and resources to make recommendations to the Police Commissioner in order to ensure maximum organizational efficiency and effectiveness of the Department. OMAP is the research and assessment arm of the Department. comprised of both uniformed and civilian members of the service with a wide variety of academic and professional experiences. OMAP conducts analyses aimed at improving the effectiveness and efficiency of the Department (e.g., personnel deployments, resource allocation), develops complex pilot projects, formulates policy recommendations and prepares briefing materials for the Police Commissioner on a wide range of legislative and procedural issues.

The Office of Management Analysis and Planning (OMAP) is seeking a skilled and highly motivated Senior Software Engineer to join the New York City Police Department (NYPD) Data Science team. OMAP serves as the primary evaluation and assessment arm of the NYPD. Acting as a "think tank," OMAP focuses on exploring and implementing innovative strategies and efficiencies aimed at enhancing policy development, evaluating programs, and optimizing organizational structures and staffing. A successful candidate will contribute to the section mission by completing work that spans the entire software product lifecycle from development to production. A successful candidate will design RESTful APIs to integrate software solutions in Python.

Key responsibilities include balancing business requirements and technical specifications. designing and developing back-end services and simple front-end interfaces, and ability to write clean code that strengthens our relationships with external stakeholders. Strong team building, relationship management, and project management skills are required.

Minimum Qualifications

  • A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • Education and/or experience which is equivalent to "1", "2", or "3" above.

Preferred Skills

  • Experience designing and developing RESTful APIs (e.g. Python, Flask). - Experience balancing business requirements in developing complex software engineering projects. - Ability to lead code reviews, apply design patterns, and maintain software packages. - Ability to write code that harmonizes user-facing elements with server-side logic (e.g. HTML, CSS, Javascript). - Ability to integrate applications with data pipelines and statistical models. - Excellent oral, written, analytic, organizational, and interpersonal skills and attention to detail are required. - Ability to manage multiple projects simultaneously and meet tight deadlines. - Ability to work cross-functionally with data scientists and data engineers. - Strong team building, relationship management, and project management skills are required.
