POSITION SUMMARY

Seeking a mission-driven Data Management SME to lead the data architecture, governance, and analytics capabilities of a large-scale federal health care platform that manages value-based care model data end to end. You will own how model, quality, and claims data are ingested, validated, shared, and surfaced to analysts and program staff across a cloud-native Snowflake, Databricks, and Tableau environment. This is a hands-on technical leadership role on a SAFe Agile team operating on Program Increment (PI) cadence.

DUTIES

• Lead data architecture, governance, quality, and interoperability initiatives supporting enterprise data environments.
• Design and maintain data models, ETL/ELT workflows, integration patterns, and data management standards.
• Support enterprise data exchanges, APIs, reporting solutions, analytics environments, and self-service data access capabilities.
• Establish metadata standards, data lineage documentation, master/reference data controls, and data dictionaries.
• Lead data validation, reconciliation, monitoring, analytics, and data quality improvement activities.
• Support cloud-native data platforms, AI/ML readiness, dashboards, reporting, and advanced analytics initiatives.
• Collaborate with architects, engineers, business stakeholders, and data consumers to improve enterprise data accessibility and usability.
• Design and operate near-real-time data shares against an enterprise Snowflake data repository, and build automated ingestion and validation pipelines that eliminate manual data entry and reconciliation.
• Lead data engineering on Databricks, including transformation, curation, and AI/ML data readiness for downstream analytics and reporting.
• Partner with dashboard developers to make Tableau and self-service analytics products accurate, performant, and trusted by non-technical program users.
• Define and enforce data quality rules, lineage, and reference/master data controls across system-to-system integrations with upstream federal data sources.
• Apply PII and PHI safeguards, minimum-necessary data-use rules, and applicable federal privacy and security requirements to every data flow you design.

EDUCATION

Bachelor’s degree in Data Science, Computer Science, Statistics, Mathematics, Information Systems, or a related discipline.

REQUIRED QUALIFICATIONS

• Minimum 7 years of relevant experience in data management, data engineering, analytics, data architecture, or data governance.
• Demonstrated expertise in data modeling, data integration, ETL/ELT, APIs, databases, data quality, metadata management, master/reference data, analytics, and data governance. Ability to establish data standards and support data interoperability across systems. Experience addressing data security, privacy, and appropriate data-use requirements.
• Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access. This role supports sensitive federal programs and involves elevated access to systems and data.
• Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs.
• Must be authorized to work in the United States without employer sponsorship now or in the future.

PREFERRED QUALIFICATIONS

• Experience with cloud-native data platforms (AWS, Snowflake, Databricks), modern analytics architectures, AI/ML data readiness, and applicable federal data standards or frameworks. Hands-on experience with Tableau, Python or Spark, and CMS or other federal health data assets (for example IDR, CCW, or comparable claims and quality data) is strongly preferred.
