Job Description
Reporting to the Team Leader IT Business Initiatives, the IT Business Analyst / Project Manager partners with business units to analyse processes, identify improvement opportunities, and translate business needs into actionable technology requirements.
You will lead the delivery of IT projects using Council's PMO and governance frameworks, support change management, and prepare business cases to support budgeting and strategic planning.
In this role you will:
- Partner with stakeholders to analyse current-state processes, identify optimisation opportunities, and define future-state goals.
- Translate strategic objectives and user needs into functional and non-functional requirements, specifications, and project deliverables.
- Lead and support IT projects end-to-end using governance frameworks, including planning, risk/issue management, and delivery within scope, time and budget.
- Facilitate change management activities to support successful adoption of new systems, processes, and technologies.
- Prepare business cases and supporting documentation for annual budgeting and strategic planning processes.
- Maintain a strong understanding of Council applications, system integrations, IT frameworks, and strategic priorities, identifying opportunities for digital innovation and automation.

About You:
We are looking for someone who has:
- A bachelor qualification in an appropriate discipline or equivalent demonstrated experience.
- Project management and/or business analysis qualifications or equivalent demonstrated experience.
- Demonstrated experience leading business process analysis and translating needs into clear functional and non-functional requirements.
- Demonstrated experience delivering projects using established governance frameworks, including planning, testing, and change management.
- Strong communication skills, including the ability to explain technical concepts to non-technical audiences and negotiate practical solutions.
- Strong analytical and problem-solving skills (logical, evidence-based, innovative, and practical), with the ability to prioritise and meet competing deadlines.
- Competent IT skills and a strong understanding of Tier 1 corporate applications and the business processes they support (e.g. finance, HR, customer service, records management).
- Be willing to undergo a pre-employment medical.

Salary range is between $111,846 and $118,917 plus superannuation guarantee and will be negotiated commensurate with skills, experience and qualifications.
