Director of Estimating Operations

Position Overview

The Director of Estimating Operations is responsible for the overall leadership, strategic direction, operational performance, and continuous improvement of the Estimating Department. This position owns the estimating function from opportunity evaluation through project turnover and is accountable for departmental performance, estimating accuracy, operational consistency, team development, and alignment with the company's financial and growth objectives.

This role establishes the vision, structure, and standards for the department while fostering a culture of accountability, collaboration, continuous improvement, and operational excellence. The Director serves as a key member of the Construction Leadership Team and partners closely with executive leadership to support the company's strategic initiatives, profitability, and long-term growth.

Essential Job Functions \& Key Responsibilities

Department Leadership \& Ownership

*

Provide overall leadership, direction, and accountability for the Estimating Department.

*

Establish department goals, priorities, and performance expectations aligned with company objectives.

*

Develop, implement, and continuously improve department policies, procedures, Standard Operating Procedures (SOPs), and best practices.

*

Build and maintain a culture of accountability, collaboration, continuous improvement, and operational excellence.

*

Serve as the primary escalation point for complex estimating, operational, staffing, and departmental decisions.

*

Ensure the department consistently delivers accurate, competitive, timely, and complete proposals while maintaining operational efficiency.

*

Lead, mentor, coach, and develop estimating personnel through performance management, training, and career development.

*

Evaluate staffing requirements, workload distribution, and succession planning to support current and future business needs.

Strategic Leadership

*

Develop and execute the long-term strategic vision for the Estimating Department.

*

Identify opportunities to improve estimating accuracy, operational efficiency, scalability, and overall department performance.

*

Evaluate and implement new technologies, software platforms, automation tools, and industry best practices.

*

Lead continuous improvement initiatives that enhance department productivity and quality.

*

Monitor industry trends, labor markets, material pricing, procurement strategies, and market conditions to support informed business decisions.

*

Participate in executive leadership meetings and contribute to company-wide operational planning and strategic initiatives.

Financial \& Department Performance

*

Own departmental Key Performance Indicators (KPIs) and performance metrics.

*

Monitor and analyze:

o

Bid volume

o

Bid hit rate

o

Estimate accuracy versus actual project costs

o

Gross margin performance

o

Proposal turnaround times

o

Labor utilization

o

Department productivity

*

Analyze estimating trends and implement corrective actions to improve performance.

*

Develop and manage the Estimating Department operating budget.

*

Evaluate staffing requirements, software investments, and departmental expenditures.

*

Present department performance, recommendations, and operational updates to executive leadership.

*

Support company forecasting, budgeting, and annual business planning initiatives.

Estimating \& Preconstruction Leadership

*

Provide executive oversight of all estimating and preconstruction activities.

*

Lead conceptual estimating, budget pricing, negotiated work, design-build estimating, and competitive bid opportunities.

*

Develop bid strategies, including go/no-go decisions, pricing strategy, resource allocation, and risk assessment.

*

Guide value engineering initiatives and recommend cost-effective solutions while maintaining project quality and performance.

*

Participate in constructability reviews and identify scope gaps, design conflicts, and project risks before bid submission.

*

Ensure all estimates accurately reflect project scope, labor requirements, subcontractor scope, material pricing, equipment, schedule, and contract requirements.

*

Oversee subcontractor solicitation, scope review, bid leveling, and qualification to ensure complete and competitive pricing.

*

Maintain estimating databases, historical pricing, labor productivity information, and cost benchmarks.

Operational Excellence \& Process Management

*

Establish, maintain, and enforce standardized estimating procedures and workflows across the department.

*

Ensure consistency in estimating methodology, documentation, proposal quality, and department standards.

*

Develop department staffing plans and resource allocation strategies to ensure appropriate coverage for projected bid volume.

*

Continuously evaluate workflows and identify opportunities to improve efficiency, quality, and collaboration.

*

Ensure successful implementation and compliance with company policies and estimating procedures.

Cross-Department Leadership

*

Foster collaboration between Estimating, Construction Operations, Service Operations, Purchasing, Accounting, Business Development, and Executive Leadership.

*

Ensure seamless turnover of awarded projects from Estimating to Project Management through complete documentation and communication.

*

Support Project Management throughout project execution by providing scope clarification, pricing support, value engineering, and change order assistance as needed.

*

Promote consistency and accountability across departments through standardized processes and communication.

Business Development \& Client Relations

*

Support company growth initiatives through active participation in business development efforts.

*

Develop and maintain strong relationships with clients, owners, general contractors, architects, engineers, subcontractors, suppliers, and industry partners.

*

Participate in client presentations, interviews, design meetings, and preconstruction planning sessions.

*

Support negotiated work opportunities through conceptual budgets, pricing strategies, and preconstruction services.

*

Provide market insight and strategic recommendations to executive leadership regarding industry trends and business opportunities.

Extensive experience in commercial HVAC estimating and preconstruction leadership.

*

Comprehensive understanding of mechanical systems, construction sequencing, labor productivity, procurement, scheduling, and cost control.

Demonstrated experience with conceptual estimating, negotiated work, design-build delivery, competitive bidding, and value engineering.

*

Strong knowledge of contract documents, specifications, construction drawings, scope development, risk analysis, and cost modeling.

*

Proficiency with estimating software, ERP systems, CRM platforms, Microsoft Office, and construction management technologies.

*

Thorough understanding of subcontractor procurement, bid evaluation, scope leveling, and project budgeting.
