Position Summary: The Director of Technology provides strategic leadership and operational oversight for all technology infrastructure supporting This position is accountable for the planning, implementation, and continuous improvement of technology and information systems that enable national technical assistance (TA) delivery to healthcare organizations.
The Director of Technology ensures that all platforms, systems, and data management practices align with federal cybersecurity requirements, including the NIST Cybersecurity Framework (CSF), and maintains the confidentiality, integrity, and availability of protected health information (PHI) and personally identifiable information (PII) in accordance with applicable law and contract/grant award requirements.
Key Responsibilities:
Technology Infrastructure \& Platform Management
- Manage and maintain all technology platforms supporting national Technical Assistance (TA) delivery, including webinar systems, virtual collaboration environments, and event hosting tools used for client deliverables
- Oversee the learning management system (LMS) to support content delivery, participant tracking, module development, and reporting for health center audiences nationally.
- Ensure platform reliability, scalability, and accessibility in alignment with Section 508 compliance requirements and federal accessibility standards.
- Evaluate, procure, and implement technology solutions that support RJHA's project coordination, evaluation, and graphic design functions under the cooperative agreement.
- Support the development and maintenance of the organizational and project website.
- Ensure oversight and management of shared files via SharePoint and other document sharing platforms.
Cybersecurity \& Data Governance
- Lead the implementation and ongoing application of the NIST Cybersecurity Framework (CSF) across all systems and processes handling PHI, PII, and federal grant data.
- Develop, maintain, and enforce data security protocols covering:
Access controls and user authentication
Encryption standards for data in transit and at rest
Incident response planning and breach notification procedures
Audit logging and system monitoring
- Execute and maintain data use agreements (DUAs).
- Conduct periodic risk assessments and vulnerability reviews; document findings and remediation steps in compliance with NIST obligations.
- Ensure all staff and contractors have training on cybersecurity awareness, PHI/PII handling, and safe data practices on a recurring basis.
Evaluation \& Reporting Technology Support
- Collaborate with the independent evaluation partner to ensure technology systems support data collection, analysis, and reporting workflows required under the cooperative agreement's evaluation plan.
- Maintain data integrity protocols and infrastructure necessary for performance measure tracking..
- Support the program team in producing technology-enabled reports, dashboards, and visualizations that communicate outcomes.
Partner Coordination \& TA Delivery Support
- Serve as the technology liaison to external subject matter expert (SME) partners and clients, ensuring platforms and systems support collaborative TA delivery.
- Provide technical onboarding and orientation to partner organizations and participants accessing RJHA-managed platforms.
- Troubleshoot and resolve technology issues affecting webinar delivery, LMS access, and virtual collaboration in real time during scheduled TA events.
Compliance \& Federal Requirements
- Ensure all technology infrastructure and practices comply with applicable federal regulations, including 2 CFR Part 200 (Uniform Administrative Requirements).
- Maintain documentation of technology-related policies, procedures, and system configurations to support audit readiness and federal reporting.
- Coordinate with RJHA's finance and compliance functions to ensure technology expenditures are allowable, allocable, and properly documented per 2 CFR Part 200 cost principles.
Required Qualifications:
Bachelor's degree in Information Technology, Computer Science, Cybersecurity, Health Informatics, or a closely related field.
- Minimum of five (5) years of progressive experience in technology infrastructure management, with at least two (2) years in a leadership or director-level role.
- Demonstrated experience managing webinar platforms, LMS environments, and virtual collaboration tools in a training or technical assistance context.
- Working knowledge of the NIST Cybersecurity Framework (CSF) and its application in federal grant-funded or healthcare-adjacent environments.
- Experience with data security protocols, PHI/PII handling, and incident response in settings subject to federal compliance requirements.
- Familiarity with 2 CFR Part 200 requirements as they apply to technology procurement, data management, and documentation.
- Strong project management skills and the ability to manage multiple technology workstreams simultaneously.
- Excellent communication skills, including the ability to translate technical concepts for non-technical stakeholders and partners.
Supervision: This position provides oversight of the work of contractural web designers.This position reports to the Chief Operating Officer.
Work Location: This is a full-time, exempt position. The Director of Technology may work in a hybrid arrangement, consistent with RJHA's operational policies.
Compensation:
- Commensurate with Experience; 40 hours a week; Travel 10%
