Why you’ll love this position:

This is a responsible and independent position within the Data Management Office that is focused on ensuring the effective usage of data and responsible for managing the accuracy, usability, integrity and distribution of program data. This position will be responsible for MO HealthNet’s submission of data to the CMS Transformed – Medicaid Statistical Information System (T-MSIS) and directly participating in the implementation of replacement MO HealthNet systems with a primary focus on the data management activities and analytics functions as they relate to T-MSIS and other Federal reporting requirements.

  • Oversee the T-MSIS program including, but not limited to, ensuring monthly submissions are on time and complete, researching data quality issues, and determining updates needed to address data quality issues, implement changes related to MO HealthNet system updates, or new CMS T-MSIS requirements.
  • Monitor and evaluate information and data systems that could impact program metrics, reporting, and analytical results and T-MSIS data submissions.
  • Participate in the implementation of MO HealthNet replacement systems, such as Provider Enrollment, Pharmacy Benefits Administrator, etc, that provide data for inclusion in T-MSIS.
  • Identify and resolve complex data anomalies found in the data warehouse which requires working closely with vendor staff to ensure data quality and integrity
  • Interact with business users to ensure program measures and reporting and analytics services are provided and meet their needs.
  • Acquire and maintain a thorough knowledge of the MO HealthNet Program, specifically related to policy, system processing, and functions of various units along with their relationship with one another.
  • Acquire and maintain a thorough knowledge of the Centers for Medicaid \& Medicare Services (CMS) policies, rules, and expectations with regard to the T-MSIS monthly submissions.
  • Assisting with creating, implementing, and enforcing policies, processes, and procedures for effective data management and analysis with attention to all technical aspects.
  • Learn and adhere to agency administrative policies and procedures.
  • Effectively communicate findings and resolution with division and vendor staff.
  • Attend and actively participate in required meetings.

Minimum Qualifications:

Bachelor’s degree and 2-4 years of relevant experience and/or appropriate certification. (Substitutions may be allowed.) Must currently be employed with the Department of Social Services, Department of Mental Health, or Department of Health and Senior Services.

Preferred Qualifications

  • Ability to think independently and use creative problem-solving strategies is essential.
  • Ability to effectively communicate in English both verbally and in writing is necessary to effectively relay business requirements and progress to stakeholders is essential.
  • Ability to self-organize and prioritize work in an ever-changing environment is essential.
  • Ability to analyze and interpret data is essential.
  • Ability to query data in SQL is preferred, but other coding experience is accepted.
  • Knowledge of data administration and management best practices, relational databases, and the importance of data quality and integrity is preferred.

Knowledge of MO HealthNet programs and eligibility is preferred but not required
