Salary: $124,854 - $167,280 annually

Oakland County is seeking a strategic and forward-thinking Enterprise Architect to guide the execution and governance of our Enterprise Architecture (EA) program. In this highly visible role, you’ll shape the architectural vision, standards, and multi-year roadmaps that align technology investments with business strategy and public service outcomes.
You’ll collaborate across business and IT leadership to deliver modern, secure, scalable, and data-driven digital services—while serving as a trusted advisor to county leadership on technology direction, innovation, and investment decisions.
What You'll Do
- Provide technical guidance to improve the County’s Enterprise Architecture (EA) program, influencing the vision, standards, and governance practices
- Maintain architecture roadmaps aligned to strategic priorities and service delivery goals
- Drive cross-functional collaboration to translate business needs into scalable, secure technology solutions
- Provide strategic guidance on cloud adoption, application modernization, data architecture, and cybersecurity
- Shape responsible adoption of emerging technologies, including AI and advanced analytics
- Oversee architecture governance, including leading the Architecture Review Board (ARB)
- Ensure alignment with enterprise standards, regulatory requirements, and long-term strategic objectives
- Evaluate emerging technologies and advise on their value and impact
- Serve as a trusted advisor to executive leadership on technology strategy and innovation opportunities

Minimum Qualifications
EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS \& ABILITIES
- REQUIRED MINIMUM QUALIFICATIONS
- Possess a Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Business Administration, Engineering, or a related field.
- Have had at least ten (10) years of progressively responsible, full-time work experience in information technology, including systems, application development, infrastructure, or related areas; five (5) of which were experience in an architecture role including enterprise, solution, or domain architecture.
- ADDITIONAL DESIRABLE QUALIFICATIONS
- Experience working in complex, multi-system environments with diverse technologies and stakeholders.
- Experience developing and governing enterprise architecture standards, roadmaps, and frameworks.
- Experience in public sector or government environments.
- Familiarity with enterprise architecture frameworks (e.g., TOGAF, Zachman, FEAF, or Gartner).
- Experience with cloud platforms (e.g., Microsoft Azure, AWS) and hybrid environments.
- Knowledge of modern architecture practices, including API and integration design, microservices and event-driven architecture, DevOps and CI/CD practices and SaaS and platform-based solutions.
- Understanding of data architecture, data governance, analytics, and emerging AI capabilities.
- Familiarity with AI/ML concepts and platforms, including governance, risk, and responsible AI practices.
- Knowledge of cybersecurity principles and frameworks (e.g., NIST, Zero Trust).
- Experience supporting procurement processes, including RFP development and vendor evaluation.
- Relevant certifications preferred (e.g., TOGAF, Azure/AWS Architect, CISSP, SAFe, ITIL).
- Strong leadership, facilitation, and stakeholder engagement skills.
- Ability to align technology solutions with business strategy and organizational goals.
- Strong analytical, problem-solving, and decision-making abilities.
- Excellent written and verbal communication skills.
- Ability to balance long-term strategic thinking with practical implementation needs.

- SPECIAL REQUIREMENTS
Must pass a background check performed by the County or other appropriate agencies as required.
SUPERVISION EXERCISED
May supervise and provide leadership to a group of professional and technical employees. Instructs, assigns, schedules, checks work and appraises performance. Participates in decisions to hire, discipline, discharge, and award pay increases and/or promotions. Supervision may include contractual staff used to temporarily supplement county staff.
Essential Job Functions
- Leads the County’s Enterprise Architecture (EA) program using industry best-practices.
- Maintains, and governs enterprise architecture across business, application, data, technology, and security domains.
- Leads the Architecture Review Board (ARB), ensuring alignment of technology solutions with enterprise standards and strategic objectives.
- Partners with IT leaders to develop and maintain multi-year technology roadmaps aligned to county strategic priorities and service delivery goals.
- Partners with business and IT leaders to translate business needs into scalable, sustainable, and secure technology solutions.
- Provides strategic guidance on: Cloud and hybrid architecture (e.g., Azure, AWS); application modernization and portfolio rationalization; data architecture, governance, and analytics platforms; AI, including LLMs and Agentic; integration strategies (APIs, middleware, interoperability); cybersecurity architecture and risk management.
- Evaluates emerging technologies and industry trends to determine potential impact and value to the County.
- Evaluates and guides the adoption of artificial intelligence (AI) and automation capabilities, ensuring alignment with business needs, data governance standards, ethical use, and regulatory requirements.
- Partners with data, security, and business teams to enable AI-ready architecture, including data quality, integration, and platform considerations.
- Establishes and governs enterprise architecture standards, reference architectures, and design patterns; promote adoption through collaboration and engagement.
- Leads analysis of the current IT environment to identify gaps, redundancies, and opportunities for optimization.
- Supports procurement activities by developing technical requirements, contributing to RFPs, and evaluating vendor solutions for alignment with enterprise architecture.
- Collaborates with project and product teams to ensure alignment with architectural standards throughout solution delivery.
- Serves as a technical advisor and representative of IT in cross-functional meetings, executive briefings, and external engagements.
- Supports delivery of secure, accessible, and user-centered digital services for the County, ensuring alignment with regulatory and compliance requirements.
- Provides guidance during critical incidents or emergency situations as needed.
- Performs other duties as assigned and comply with all county policies and standards.
- Utilizes current countywide and/or department specific software to complete assignments.
