By joining the Division of Water Surface Water Permits Branch Industrial Section as an Environmental Scientist Advisor in Franklin County, you will have the opportunity to provide Waste Load Allocations (WLA) to the public as well as internal WLAs requests. Maintains the QUAL2K and discharge/harmonic mean databases. Reviews applications and drafts permits and fact sheets for major and minor facilities and assist with the state's agricultural operations permitting program.

Holders of the Environmental Scientist Advisor position will complete tasks such as:

  • Develop WLAs that protect and enhance water quality; administer the WLA program in accordance with applicable federal, state and local requirements; respond to requests from interested and affected parties to discuss WLAs;
  • Review TMDLs and Watershed plans as requested.
  • Assist with the state's agricultural operations permitting, and review and prepare draft fact sheets and permits as designed.
  • Review and analysis of KPDES permit applications for major and minor industrial dischargers to ensure compliance with applicable State and Federal regulations.
  • Based on the review, prepares draft KPDES permits and fact sheets.
  • Implements Section 402 of the Clean Water Act.
  • Documents correspondence, prepares reports and draft permit documents, and enters data into the department database for record keeping purposes.
  • Performs other duties as assigned.

Desired candidates possess the following requisite skills or experience applicable to the position:

  • Strong analytical and problem-solving skills.
  • Excellent communication and coordination skills.
  • Proficient in the use of computers and the Microsoft Office suite of software
  • Experience with geographic information systems such as ArcGIS

Minimum Requirements

EDUCATION:

Graduate of a college or university with a bachelor's degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor's degree including or supplemented by 20 semester hours in a natural, biological or physical science.

EXPERIENCE, TRAINING, OR SKILLS:

Five years of experience in natural resources, environmental control, or a related area.

Substitute EDUCATION for EXPERIENCE:

Graduate study in a natural, biological, or physical science will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION:

Experience in natural resources, environmental control, engineering, or a related area will substitute for the required education on a year-for-year basis.

Working Conditions

Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis. An incumbent in the position may be subject to adverse weather conditions, exposure to snakes and insects, water-borne pathogens, broken glass, rusty metal in streams, and hazards common to operation of electro-fishing equipment, which requires the following of safety procedures.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111\.
