Job Description

Reporting to the Senior Director, Provider Network Operations, the Administrative Contract Manager maintains existing administrative agreements. Additionally, the Administrative Contract Manager communicates and ensures that a standardized process for accomplishing new administrative agreements and amendments to existing agreements follows. You will provide clarity to internal customers about required legal and regulatory provisions, process for execution, and interprets main terms for internal clients. You will also serve in the capacity of mentor. You will lead the knowledge base in the education, training, and ongoing oversight of other staff members.

All non-provider agreements and related amendments, exhibits and attachments fall under the oversight of you. You will work with legal counsel and the Department of Compliance and Regulatory Affairs to ensure all NDA and BAA templates remain up –to-date and in compliance with current legal and regulatory standards. You will also call on the Provider Contracting team for support or together with enterprise project implementation that contains both Administrative and Provider contracting components.

Please note that SFHP supports a hybrid work environment. While the Senior Administrative Contract Manager is not required to meet the minimum in-office requirement of 4x/month, they are required to attend company meetings and other in-person events at Sr. Director's discretion.

Salary: $125,000 - $140,000 per year

What You Will Do

  • Help the Director develop administrative contracting strategies based on all projects and requirements.
  • Be a lead subject matter expert and point of escalation for both internal customer and vendor issue resolution.
  • Mentor and advise junior team members.
  • Responsible for ongoing communication to Director and other internal subject matter experts and department leads about main projects, goals, and barriers to assure issue escalation and resolution.
  • May be sponsor, lead, or resource on enterprise-wide projects·
  • Ensure that required provisions exist in administrative agreements.
  • Create an organized Sharepoint site that contains all administrative agreements held by SFHA/SFCHA.
  • Update and enforce a contracting process whereby risk is minimized.
  • Provide administrative support for preparation of Governing Board documents to secure approval of new agreements over a certain dollar threshold.
  • Help with the updating and enforcement of an administrative contracting process.
  • Work with external legal counsel to ensure all administrative agreement template changes are incorporated with regulations. These regulations come from Medi-Cal, Department of Health Care Services (DHCS), Department of Managed Health Care (DMHC), and City and County of San Francisco.
  • Work with external legal counsel and maintain version control of administrative agreement templates.
  • Use SFHP's templates for non-disclosure agreement (NDAs) and Business Associate Agreements (BAAs) with vendors, works with the Department of Compliance and Regulatory Affairs.
  • Maintain working relationships with SFHP providers, vendors and medical groups, and internal staff.
  • Provide training to internal partners on contracting process and required contract provisions.

What You Will Bring

  • Bachelor's degree in Business, Health Care, or a related field and four (4) years of relevant experience
  • Master's degree in Business, Health Care Administration, or a related field and at least one year of relevant experience
  • Knowledge of managed care and Medi-Cal and other entitlement programs
  • We prefer prior experience in a managed care plan or provider organization
  • We require experience in administrative and/or vendor contracting
  • We prefer knowledge of organizational purchasing processes and procurement practices.
  • Experience with contract tracking software
  • Staff management experience
