POSITION SUMMARY:
Under the direction of the Sr. Vice President of Human Resources, the Labor and Employee Relations Manager manages employee relations, labor relations, and compliance with labor and employment laws to foster a positive and productive workplace; works closely with senior leadership and union representatives on contract compliance, managing grievances and resolving workplace concerns and disputes; conducting investigations and ensuring follow up action as well as promoting effective communicating among staff at all levels. The Labor and Employee Relations Manager will also be responsible for managing the Agency’s performance evaluation process and for providing guidance and training to managers as necessary. This position is also responsible for regular communication with staff through various methods to ensure policies, procedures and expectations are understood.
ESSENTIAL REQUIREMENTS
:
- Investigate and resolve employee complaints and disputes, including grievances.
- Collaborate with the Compliance Department on investigations they conduct and ensure any action required by Human Resources is completed.
- Develop and maintain a system for tracking complaints and investigations to ensure all matters are timely and fully addressed.
- Ensure appropriate follow-up action is taken following investigations.
- Provide coaching and guidance to managers on employee performance issues, including discipline, corrective actions, and performance improvement plans; ensure consistency and fairness in handling performance-related matters and advise managers of legal risk.
- Review and assist with writing disciplinary warnings and other corrective actions and ensure progressive discipline is followed.
- Develop and deliver training programs for management and employees on labor relations, discipline and performance management topics.
- Prepare and analyze data on labor relations trends and make recommendations to senior management.
- Maintain knowledge of labor and employment laws and collective bargaining agreement and ensure compliance.
- Review of Employee Handbook to ensure legal compliance and communicate all changes to staff.
- Consult with managers to ensure meaningful ongoing evaluation of performance occurs through regular feedback and that formal probationary and annual performance evaluations are completed and delivered to staff.
- Regularly communicate with staff through various methods, including emails, intra net, town halls, training and newsletters.
- Assist as needed in the Human Resources Department, including auditing HR policies, processes, procedures and data and ensuring any issues are addressed.
- Cross-training in other HR processes and filling in during absences or high-volume periods.
- Other Human Resources duties as may be assigned.
QUALIFICATIONS \& SKILLS
:
- Minimum of Bachelors Degree Human Resources, Labor Relations, or a related field
- At least 5 years proven experience as a Human Resources Generalist and in a labor relations role within a unionized environment
- Strong understanding of labor and employment laws and regulations
- Exceptional critical thinking and conflict resolution skills
- Exceptional written, oral and interpersonal communication skills
- Master proficiency in MS Office, Canva and other communication software
- Ability to handle sensitive information with discretion
- HRCI or SHRM Certification
