Position Summary
The HR Generalist provides full‑scope HR support across all U.S. operations, including Texas‑based manufacturing, distribution, and corporate functions. Based in Texas and reporting to the HR Manager, this role manages day‑to‑day HR activities, ensures compliance with federal and state employment laws, and helps establish consistent HR practices across multiple locations. The HR Generalist partners with managers and employees to deliver high‑quality service, talent support, and HR administrative excellence.
Key Responsibilities
General Duties:
- Demonstrate a commitment to delivering a superior candidate and employee experience to strengthen ECCO’s employer brand.
- Foster strong working relationships with colleagues, managers, and employees at all levels.
- Comply with ECCO’s HR Policies and Procedures and Health \& Safety guidelines.
- Support ECCO’s Safety Program through proactive involvement and adherence to safety practices.
Human Resources General Duties:
- Serve as the first point of contact for employee and manager HR inquiries; escalate complex issues when needed.
- Support performance management, corrective actions, terminations, and investigations.
- Manage end‑to‑end recruitment, including job postings, screening, interviewing, and offer coordination.
- Ensure compliance with federal I‑9 verification and work authorization requirements.
- Recommend improvements to HR processes and standard operating procedures.
- Support new Texas‑based operations or expansions by preparing onboarding materials and documentation.
- Provide training and guidance to managers on HR policies, HR processes, and applicable federal and Texas employment laws.
- Provide backup support for Health \& Safety activities in the Texas region.
Employee Relations \& Compliance:
- Serve as the primary HR contact for Texas operations and provide remote support to U.S. locations.
- Assist with employee relations matters, including investigations, corrective actions, conflict resolution, and documentation.
- Ensure compliance with:
- Federal employment laws (FLSA, FMLA, ADA, ADEA, Title VII, OSHA).
- Texas employment laws (right‑to‑work, at‑will employment, Texas Payday Law requirements).
- State‑specific employment laws across other U.S. locations (wage, leave, safety, and posting requirements).
Manufacturing \& Distribution Support:
- Support workforce planning, staffing, and HR operational needs for production and warehouse environments.
- Support safety teams with OSHA documentation, incident reporting, modified duty coordination, and compliance across states.
Corporate Support:
- Support corporate hiring, onboarding, employee development, and policy updates.
- Maintain consistent HR processes across departments and provide guidance on performance reviews, compensation practices, and employee communication.
Project Management:
- Coordinate and execute HR projects while ensuring alignment with company standards.
- Support the HR Manager with initiatives such as:
- Employee engagement assessments and action planning
- Performance evaluation process improvement
- Succession planning and learning programs
- HRIS/ATS implementation or optimization
- Travel within Texas as required.
- Other duties as assigned by Management
- Recognize that responsibilities may evolve as operations expand.

Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- 1–3 years of progressive HR experience.
- Experience in employee relations, investigations, and performance management.
- 2\+ years of recruitment experience.
- Experience supporting multi‑site or multi‑state U.S. operations preferred.
- Strongly preferred: experience in manufacturing or distribution environments.
- Knowledge of federal and Texas employment regulations.
- Strong communication, organizational, and problem‑solving skills.
- Experience with HRIS or ATS systems is an asset.
- SHRM‑CP or PHR designation preferred (or willingness to obtain).
