Qualifications
- Bachelor’s degree in Human Resources, Information Systems, Business Administration, Public Administration, or a related field; or an Associate’s degree with four (4) years of related technical and/or HR experience.
- Two (2) years of experience with HRIS administration and data analytics (i.e., Workday, Oracle HCM, SAP SuccessFactors, UKG, ADP, or Tyler Munis).
Key Responsibilities
- Maintain, update, and review HRIS data to ensure accuracy, compliance, and optimization.
- Partner with HR leadership to establish, monitor, and refine HR KPIs and performance metrics that evaluate organizational and HR program effectiveness.
- Design, build, and manage HR dashboards and data visualizations to communicate workforce trends and insights to leadership. Partner with the Finance Department as needed.
- Partner with IT staff and others on the implementation or changes to IT processes, applications, and systems.
- Oversee data metrics and integrity for human resources, collaborating with IT and application development teams.
- Develop, interpret and/or implement data policies, procedures and standards to assure a high level of data integrity.
- Analyze workforce data to identify patterns related to retention, recruitment, engagement, and productivity, including conducting surveys as assigned.
- Generate recurring and ad-hoc reports to support HR strategy, compliance, and management decision-making; develop standard department reports as requested.
- Collaborate with HR leadership and cross-functional teams to identify gaps in data and reporting and implement metrics-driven improvements.
- Support HR system enhancements, including requirements gathering, configuration, testing, and implementation of new modules or features.
- Coordinate with IT and external vendors to ensure HRIS reliability, integrations, security, and timely resolution of system issues.
- Proactively identify opportunities to automate, streamline, and document HR processes for greater efficiency, accuracy, and user experience.
- Develop and maintain end-user documentation, procedures, and job aids; provide user training to HR and departmental staff on systems and data utilization.
- Support the HR team with integration and adoption of Artificial Intelligence (AI) enabled tools in alignment with City policies and HR best practices.
- Provide technical support for HR system conversions and special projects, including recommendations for HR web pages and self-service capabilities.
- Participate in City-wide initiatives, such as Kaizen events and other process improvement efforts, as assigned.
- Research and analyze HR data and trends to support policy development and union contract negotiations as requested.
- Develop, administer, and analyze employee benchmark and engagement surveys to provide workforce insight and recommendations.
- Attend and remain current on data security training, as assigned by the ITS Department.
- Provide staff training related to HRIS and reporting tools utilization.
