Information Technology Director

GENERAL STATEMENT OF JOB

Plans, organizes and directs the operations of the Information Technology Department.

EXAMPLES OF WORK

• Directs all technology, data management, cyber security, cloud computing, physical security technology, and associated infrastructure and resources under the purview of the Okaloosa County Board of County Commissioners.
• Manages and supervises staff to include assignment, scheduling, interviewing/hiring, training and development, and discipline.
• Functions as County Chief Information Officer (CIO).
• Develops and enforces IT related policies, procedures, training and best practices.
• Develops, implements and monitors strategic, information security and IT risk assessment strategies.
• Provides IT-related strategic planning and execution to support county wide goals.
• Directs and manages the Okaloosa County Fiber Optic Network Utility, stakeholder partnerships and the enterprise Geographic Information System (GIS).
• Ensures 24x7 IT support to critical infrastructure and county wide operations.
• Develops and negotiates contracts, Memoranda of Agreement (MOA) and Indefeasible Right of Use (“IRU“) Agreements with military, colleges, school boards and other governmental and private entities.
• Plans, develops and implements department operating budget; monitors and tracks cost expenditures; coordinates technology related budget items with other departments and agencies.
• Directs and approves the procurement of all technology, systems, infrastructure, and related services.
• Provides citizen access to public information; responds to public information inquiries.
• Performs other duties as assigned.

Minimum Qualifications

Education, Training and Experience:

Requires a Bachelor's degree in Computer Science, Information Technology, Cybersecurity, or a closely related field; supplemented by a minimum of eight (8) years of progressively responsible experience in enterprise information technology management, encompassing networking, cybersecurity, cloud computing, server infrastructure, systems administration, geographic information systems (GIS), and fiber optic network infrastructure, five (5) years of which shall be in a senior leadership capacity; or an equivalent combination of education, training, and experience.

Licenses and/or Certifications:

Requires a valid driver license.

Other Requirements

Physical Requirements:

Requires the ability to operate office equipment to include, computers, copy/fax machines, and related peripherals. Must be able to exert up to 20 pounds of force occasionally to lift, carry, push, pull or otherwise move objects. Requires periodic walking/standing with occasional bending and stooping. Physical demands are essentially those of sedentary work.

Language Ability:

Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of highly to moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.

Intelligence:

Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments; to acquire knowledge of topics related to primary occupation.

Numerical Aptitude:

Requires the ability to add and subtract totals; multiply and divide; calculate decimals and percentages; compute discount, profit and loss, ratio and proportion; interpret graphs.

Interpersonal Temperament

Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with frequent deadlines. Requires the ability to exercise consistent tact and courtesy in frequent contact with various professionals, county staff and the general public.
