What You Will Do

This position will be filled at either the Learning Specialist 2 / 3, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Learning Specialist 2 ($72,800- $115,400)

As a Learning Specialist 2, you become an integral member of the ESHQ Program Office - Operational Training Services team, spearheading comprehensive training support. Your dynamic engagement involves collaborating with customers, stakeholders, sponsors, and regulators to ensure that our training programs not only meet but exceed customer needs, regulatory imperatives, contractual obligations, and the mission agenda. In constant collaboration and partnership with subject matter experts, weaving together a training program that seamlessly integrates both internal and external training requirements. Your expertise will be the driving force behind the development and maintenance of a training program that stands as a testament to excellence, setting a benchmark for industry standards.

Learning Specialist 3 ($87,800 - $143,000)

In addition to what was outlined at the lower level, at this level a Learning Specialist 3 is viewed as a seasoned professional with wide-ranging experiences who accomplishes work without considerable direction while independently developing resolutions to complex problems that require the frequent use of creativity and where analysis of situations or data requires an in-depth evaluation of variable factors. A Learning Specialist 3 uses industry concepts and Laboratory objectives to resolve complex issues in creative and effective ways. Frequently contributes to the development of new theories and methods and may require you to work in a range of environments. Including representing the organization before regulatory agencies on matters pertaining to the institutional training program.

Minimum Job Requirements:**

Learning Specialist 2

Technical Expertise:

  • Working knowledge of systematic training methodologies (e.g., ADDIE model) and the ability to apply them with guidance.
  • Solid understanding of adult learning principles and performance-based training concepts.
  • Proficient in Microsoft 365 and other common software tools used to support training development and delivery.

Interpersonal \& Communication Skills:

  • Strong customer service skills with the ability to provide clear, courteous assistance in routine and moderately stressful situations.
  • Ability to interact professionally with a variety of personnel, including internal staff and external contacts.
  • Effective verbal and written communication skills with the ability to convey information to intended audience.

Analytical \& Organizational Skills:

  • Ability to gather and organize data from multiple sources to support training decisions and improvements. making.
  • Familiarity with organizational and regulatory requirements and the ability to apply them to assigned training activities.
  • Demonstrated organizational skills with the ability to manage assigned tasks and meet established deadlines.

Additional Job Requirements for Learning Specialist 3:

In addition to the requirements outlined above, qualification at the higher level requires:

  • Technical Expertise: Demonstrates advanced expertise in designing, developing, and evaluating training programs using systematic instructional design methodologies (e.g., ADDIE SAM), grounded in adult learning theory and performance-based training principles, and supported by advanced proficiency in Microsoft 365 and related software tools within complex operational environments.
  • Interpersonal \& Communication Skills: Demonstrates exceptional interpersonal and communication skills, including the ability to set a high standard for customer service; provide clear, accurate, and decisive guidance in high-pressure or time-sensitive situations; build and sustain effective relationships with internal and external stakeholders, including executive leadership; and strategically communicate complex information through strong verbal, written, and presentation skills to diverse audiences.
  • Analytical \& Organizational Skills: Demonstrates leadership-level analytical and organizational skills, including the ability to strategically analyze and synthesize data from multiple sources to support planning and decision-making; interpret and apply organizational, contractual, and regulatory requirements to align training programs with institutional objectives; and lead complex initiatives through disciplined planning, prioritization, and management of multiple deliverables and timelines.

Education/Experience - Learning Specialist 2:

Position requires a Bachelor's Degree in a related field and 4 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience - Learning Specialist 3:

Position requires a Bachelor's Degree in a related field and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Knowledge of training related Department of Energy (DOE) orders, standards and handbooks.
  • Knowledge of training related Laboratory policies and procedures.
  • Working knowledge of the Laboratory's learning management system (UTrain) and related information data systems (i.e., Oracle).
  • Applied knowledge of Articulate 360
  • Current TSQP Learning Specialist Qualification
  • Knowledge of process improvement concepts
  • Knowledge of document control processes and procedures.

Work Schedule:

9/80-four 9-hour workdays and one 8-hour workday one calendar week, four 9-hour workdays the next calendar week.

Work Location:

The work location for this position is hybrid and is located in White Rock and Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment:

Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206\.2

  • Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206\.2\. No Clearance:

Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.

New-Employment Drug Test:

The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position:

Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants:

Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
