Position Overview
White Buffalo Environmental is seeking an experienced Environmental Operations Manager to lead and execute environmental compliance efforts across federal, state, and private-sector projects.
This role is responsible for managing NEPA and Section 106 processes while overseeing broader environmental compliance programs, including Phase I ESAs, SPCC plans, Tier II reporting, and related regulatory requirements. The ideal candidate brings both technical expertise and operational leadership — capable of executing work, managing teams, and ensuring projects are delivered accurately, efficiently, and on schedule.
This position plays a critical role in aligning regulatory compliance with project execution, minimizing risk while maintaining momentum across complex, multi-agency environments.
Key Responsibilities
Regulatory Compliance Leadership
- Lead and manage NEPA processes, including Categorical Exclusions (CEs), Environmental Assessments (EAs), and Environmental Impact Statements (EISs)
- Oversee Section 106 compliance, including consultation with SHPOs, THPOs, Tribal Nations, and other stakeholders
- Ensure compliance with 36 CFR Part 800 and applicable federal, state, and local regulations
- Integrate environmental and cultural resource reviews into project planning and execution
Environmental Program Management
- Oversee preparation and review of Phase I Environmental Site Assessments (ESAs)
- Manage SPCC plan development, updates, and compliance support (40 CFR Part 112)
- Oversee Tier II reporting and other environmental regulatory programs
- Support or manage air permitting and emissions compliance efforts (preferred)
Documentation \& Quality Control
- Review and approve technical reports, regulatory documentation, and client deliverables
- Ensure all work products are accurate, defensible, and aligned with regulatory expectations
- Maintain organized and auditable project records
Stakeholder Coordination \& Consultation
- Serve as primary point of contact for regulatory agencies, clients, and stakeholders
- Manage consultation processes with SHPOs, Tribes, and federal agencies
- Identify and resolve adverse effects and compliance challenges proactively
Team Leadership \& Operations
- Manage and mentor technical staff and subcontractors
- Coordinate workload, timelines, and deliverables across multiple projects
- Support development of internal workflows and standard operating procedures
- Contribute to scaling operational systems and improving efficiency
Required Qualifications
- Bachelor’s degree in Environmental Science, Environmental Planning, Archaeology, Historic Preservation, or related field
- 5–10\+ years of experience in environmental compliance and regulatory consulting
- Demonstrated experience managing NEPA and Section 106 processes
- Strong working knowledge of federal environmental regulations and review processes
- Experience preparing and reviewing technical environmental documentation
- Proven ability to manage multiple projects and deadlines
- Strong communication and client-facing skills
· Must be available for local and regional travel within the Tulsa area and surrounding regions
· Approximately 3–5 days of travel per month expected, depending on project demands
· Occasional overnight travel required (typically 1–2 overnight stays per month)
· Ability to attend client meetings, field reviews, agency coordination meetings, and project site visits as needed
Preferred Qualifications
- Experience with Phase I ESAs, SPCC plans, and Tier II reporting
- Air permitting and emissions compliance experience
- Background in infrastructure, telecommunications, energy, or oil \& gas sectors
- Experience managing multi-agency coordination and large-scale projects
- Prior consulting experience with multiple concurrent clients
