Overview
The Partner Manager is responsible for managing relationships and coordination across partner organizations supporting a large federal contract. This role ensures partners are aligned to program goals, operating effectively, and meeting contractual requirements.
In addition to partner coordination, the Partner Manager plays a key role in resource planning and financial oversight, including development of staffing plans and Levels of Effort (LOEs). This position serves as a critical link between program execution, partner performance, and contract planning.
This position is fully remote located within the continental United States.
Responsibilities
- Manage day‑to‑day relationships with partner organizations, including subcontractors and key stakeholders.
- Serve as a primary point of contact for partner coordination, communications, and issue resolution.
- Coordinate partner onboarding and ensure effective integration into the program.
- Track partner deliverables, milestones, and performance to ensure alignment with scope, schedule, and quality expectations.
- Identify and resolve risks or issues related to partner performance.
- Develop and maintain staffing plans aligned to program scope, timelines, and funding constraints.
- Build and manage Levels of Effort (LOEs), including resource forecasting, labor mix, and burn tracking.
- Coordinate with finance and contracts teams to ensure LOEs align with budget, contract ceilings, and funding modifications.
- Support preparation of inputs for contract modifications, including staffing changes and funding adjustments.
- Facilitate regular partner meetings, status updates, and reporting.
- Collaborate with internal teams (program management, contracts, finance, and technical leads) to support partner execution.
- Support development of program status reports, briefings, and stakeholder communications.
- Ensure compliance with federal contracting requirements, including subcontractor oversight and documentation.
- Contribute to improving partner management processes and coordination practices.
Qualifications
Required Skills and Experience:
- Bachelor’s degree in Business, Public Administration, or related field and 8\+ years of experience (or commensurate experience)
+ 5–8 years of experience in partner management, program management, or government contracting
- Experience supporting federal programs or contracts
- Demonstrated experience developing staffing plans and LOEs (Level of Effort models)
- Familiarity with budgeting, forecasting, and resource planning in a contract environment Strong organizational and analytical skills with attention to detail
- Excellent written and verbal communication skills Ability to manage multiple stakeholders and priorities effectively
Preferred Skills And Experience
- Experience working with federal agencies (e.g., VA, DoD, HHS)
- Familiarity with subcontract management and federal acquisition processes
- PMP, FAC-P/PM, or similar certification
- Experience supporting contract modifications and financial tracking
- Advanced Excel skills or experience with resource planning tools

Clearance Requirements
Must be able to obtain and maintain a Suitability/Public Trust clearance
Posted Salary Range: USD $130,000\.00 - USD $140,000\.00 /Yr.
