Job Description
Minimum Qualifications
--------------------------
Bachelor’s degree in information systems, computer science, business administration, or a related field. Three to five years of experience implementing and supporting business information systems is required. One year of network and server administration is preferred. An equivalent combination of training and experience may be considered. Applicants should have strong knowledge of microcomputer technology, related software, and office automation principles. Must be able to analyze complex business problems to identify automation solutions, manage large system projects, maintain software systems, and perform network and server administration. Must also be able to develop documentation and training materials, troubleshoot hardware and software issues, communicate effectively both verbally and in writing, and build strong working relationships with internal and external customers. Pre-employment drug testing, an FBI criminal background check, and verification of education/degree are required.

Duties

Assess the Department of Utilities’ information needs and recommend improvements. Design, support, and maintain relational database solutions within a Microsoft SQL Server environment and vendor-supported applications. Address essential department business functions and coordinate with vendors on enhancements or troubleshooting. Support the department’s use of the County’s Enterprise Land Management system and related systems connected to Utilities’ work in Community Development. Extract, analyze, and present data; develop and test SQL queries, stored procedures, and views. Assist with digital preservation of electronic records and provide Help Desk oversight when needed. Create and update technical documentation for applications, databases, and systems. Develop and modify reports. Troubleshoot and maintain audio-visual equipment and related software as required. Provide guidance to the systems team and serve as team lead when the automation coordinator is absent. Train and mentor analysts, and assist with implementing best practices for the department’s database environment, including maintenance, operational requirements, disaster recovery, and security. Evaluate alternative solutions to meet user needs and help train department staff on computer systems and software. Perform other related duties as assigned. This position is part of an approved Career Development Plan (CDP) and offers career progression opportunities and salary incentives, as funding permits, based on performance, qualifications, and experience.
