Position Overview
The Joint Staff J-7 requires single-point accountability for cost, schedule, and performance across the Joint Doctrine, JPME, and UJTL programs that support the Chairman of the Joint Chiefs of Staff (CJCS) Title 10 responsibilities. The Program Manager directs all work on this effort and serves as STI-TEC's primary interface with the Contracting Officer and Contracting Officer's Representative (COR). The role plans and coordinates Joint Force Development projects and reports program status to the Government each month
Essential Job Function
- Direct program management oversight of the Joint Staff's Joint Doctrine, JPME, and UJTL programs.
- Plan, schedule, and coordinate all phases of Joint Force Development projects, from initiation through maintenance.
- Deliver a monthly summary of tasks completed, tasks in progress, issues, labor hours expended, and travel costs at the third work breakdown structure level.
- Manage staffing, performance, and quality control across all JEDD work sites.
- Serve as the senior point of contact to the COR and Joint Staff J-7 leadership on schedule, risk, and resource decisions
Minimum Qualifications
- Education: Master of Science from an accredited college or university in Management, Engineering, Computer Science, Management of Information Systems (MIS), or physical science in Information Systems Management, Computer Systems Analysis, Operations Research, or Systems Analysis; or an MBA; or a Master's degree in any discipline with at least 5 years related experience; or a Bachelor of Science in any discipline with at least 7 years related experience performing similar site-manager services; or graduation from a DoD Senior Service College or Command and Staff College.
- Experience: Demonstrated success in four (4) or more of the following: at least 3 years in the last 5 setting program objectives and developing standards; planning and coordinating large, complex Joint Force Development projects; directing enterprise-wide strategic business planning and organizational performance management; strategic planning, operations management, and financial oversight; joint and service doctrine; and service, joint, and combined staff organization, functions, and procedures.
- Security Clearance: Secret (per Staffing Plan).
Desired Qualifications
- Graduate of a DoD Senior Service College or Command and Staff College.
- Prior experience managing DoD doctrine, education, or training support contracts at the Joint Staff or a Combatant Command.
