The Project Manager will lead and oversee technology initiatives including software development, hardware replacement, data migration, governance, and strategic planning projects. This role is responsible for managing project scope, schedule, budget, resources, risks, and stakeholder communications while ensuring successful project delivery.

The ideal candidate will possess strong expertise in Agile project management, budget monitoring, earned value management, stakeholder engagement, business process improvement, and cross-functional team leadership.

Key Responsibilities

Project Planning \& Delivery

• Lead end-to-end project delivery for software development, infrastructure, data migration, and enterprise initiatives.
• Develop and maintain project plans, schedules, milestones, and deliverables.
• Coordinate project activities across technical and business teams.
• Monitor project progress and proactively manage risks, issues, and dependencies.
• Ensure projects are delivered on time, within scope, and within budget.

Agile Project Management

• Facilitate Agile Scrum ceremonies including:

+ Sprint Planning

+ Daily Standups

+ Sprint Reviews

+ Retrospectives

+ Backlog Grooming

• Manage project backlogs using Azure DevOps or GitHub.
• Support Feature Driven Design (FDD) methodologies.
• Coordinate with Product Owners, Business Analysts, and Development Teams.

Budget \& Performance Management

• Monitor project budgets and expenditures.
• Utilize Earned Value Management (EVM) methodologies.
• Track and report:

+ Cost Performance Index (CPI)

+ Schedule Performance Index (SPI)

+ Budget Variance

+ Schedule Variance

• Forecast project costs and resource utilization.
• Support portfolio planning and resource allocation activities.

Requirements \& Testing Support

• Assist with requirements gathering and documentation.
• Review user stories and acceptance criteria.
• Support User Acceptance Testing (UAT) activities.
• Ensure business requirements align with project objectives.

Stakeholder \& Vendor Management

• Manage communication with executive leadership, business stakeholders, vendors, and project teams.
• Build and maintain strong stakeholder relationships.
• Facilitate project status meetings and executive reporting.
• Manage vendor deliverables and contractual obligations.

Strategic Planning \& Governance

• Analyze workflows and identify opportunities for process improvement.
• Support tactical and strategic resource planning initiatives.
• Assist with governance, policy development, and organizational planning efforts.
• Contribute to legislative budget requests and enterprise planning initiatives.

Qualifications

• Bachelor's or Master's Degree in Computer Science, Information Systems, Business Administration, or related field.
• Minimum 5\+ years of Project Management experience.
• Experience leading software development and IT projects.
• Experience managing project budgets and performance metrics.
• Strong experience with Agile methodologies.
• Experience using Azure DevOps or GitHub for project tracking.
• Experience developing and executing UAT activities.
• Excellent leadership, communication, and stakeholder management skills.
• Ability to manage cross-functional teams and multiple concurrent projects.
