Overview
We are hiring a Senior Business Analyst to gather and document requirements for a federal healthcare agency's move from a legacy cost accounting system to Oracle Cloud Enterprise Performance Management (EPM).
The program will deploy five Oracle EPM modules (Planning, Account Reconciliation, Enterprise Data Management, Profitability and Cost Management, and Narrative Reporting) to more than 100 medical facilities. It brings together personnel, financial workload, and supply data from several government source systems to support labor cost allocation and financial reporting. You will work in an Agile team of roughly a dozen functional, technical, testing, and training specialists.
Responsibilities
You will turn the agency's financial and workload processes into clear, testable requirements that the configuration team can build.
- Gather and document business requirements for the Oracle Cloud EPM implementation with government stakeholders, project leadership, functional staff, and technical teams.
- Translate functional needs into system specifications, including process documentation, user stories, and functional specifications, in coordination with the Functional Analyst and the solution architect.
- Plan and lead process-reengineering workshops and requirements-validation sessions on labor cost allocation, financial, and workload processes.
- Track requirements, dependencies, action items, risks, and issues with the project team and test lead, and keep requirements traceable to delivered capabilities.
- Prepare business analysis artifacts, meeting materials, status updates, and inputs to contract deliverables on schedule.
- Keep business stakeholders and technical staff aligned so requirements are understood, prioritized, and built correctly within each sprint.
- Support user acceptance testing by checking delivered capabilities against documented requirements.
- Identify opportunities to improve efficiency, data quality, reporting, and business processes.
- Travel occasionally to government sites for milestones such as the project kickoff and major design reviews, when required.
Required Qualifications
- 8\+ years of business or requirements analysis experience on IT implementation programs.
- Experience facilitating stakeholder workshops and requirements-validation sessions.
- Bachelor's degree in Business, Information Technology, or a related field, or equivalent experience.
- Strong written documentation skills, including process maps, user stories, and functional specifications.
Preferred Qualifications
- Experience on ERP or EPM financial-system implementations, especially Oracle Cloud EPM or Hyperion.
- Background in cost accounting, labor cost allocation, or financial planning and reporting.
- Experience working in Agile/Scrum delivery teams.
- Experience supporting federal agencies, particularly in healthcare.
No security clearance is required, but you must be US citizen and able to pass a federal background investigation.
- Successful Tier 2 background investigation (SF-85 or SF-86) and eligibility for a Common Access Card (CAC).
- Authorization to work in the United States.
- Completion of HIPAA, Privacy Act, and cybersecurity training within 30 business days of starting, and annually after that.
- Signing the program non-disclosure agreement before starting work.
