**Position Overview/Duties**

About the Position: These positions are in Environmental Engineering Branch, Sections A, B, D and E.Works under the direction of the Chief of Environmental Engineering Branch.

Recruitment or Relocation incentive may be authorized if found in the best interest of the Government.

**Duties:**

  • Position supervises and personally performs a broad range of duties supporting the Hazardous, Toxic and Radiological Waste (HTRW) program and Military Munitions Response Program (MMRP).
  • Initiates personnel actions including candidate selection for positions in the Section.
  • Establishes performance standards and makes performance evaluations. Effects disciplinary measures such as warnings and reprimands.
  • Initiates performance awards. Gives administrative advice, counsel or instruction to subordinates. Hears employee complaints and grievances and acts to resolve or refer to higher managerial level. Identifies developmental training needs.
  • Approves leave requests. Certifies job description accuracy.
  • Prepares budgetary estimates and justifications to obtain program fiscal resources.
  • Carries out position management responsibilities for organizing and controlling work assignments in a way that promotes maximum productivity and effectiveness, while keeping costs at a minimum.
  • Ensures technical adequacy of plans, designs, and specifications for environmental engineering facilities related to, primarily: mitigation of liquid or solid sanitary, toxic or hazardous waste.
  • Ensures adherence to current environmental laws and regulations.
  • Presents technical briefings on environmental projects and stays abreast of installation needs.
  • Incumbent is required to know, comply with, and promote prescribed safety rules and regulations.

Other Conditions and Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

**Other Requirements:**

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Position requires registration as a professional engineer / registered geologist / registered architect.

This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

**Specialized Experience**

GS-13 – One year of specialized experience which includes environmental engineering and/or environmental programs for Military and/or International and Interagency Support (IIS) and/or Civil Works projects. This experience should include but is not limited to work with environmental aspects of investigations and removal/remedial actions, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), and other environmental regulatory schema, environmental project technical management and leadership, and environmental contract acquisition, execution, and oversight. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
