Job Description

The

Talent Acquisition \& Development Lead

oversees recruitment operations and employee development initiatives, ensuring efficient hiring processes, quality candidate selection, and structured onboarding and training programs.

This role supervises the Recruitment Officer and is accountable for recruitment strategy execution, hiring metrics, and workforce capability support.

Duties and Responsibilitie

A. Recruitment Leadership and Oversight

1\.Supervise and guide Recruitment Officer in:

  • Job posting
  • Initial screening
  • Interview coordination
  • Applicant documentation
  • Conduct final interviews for supervisory and key roles
  • Partner with department heads to define hiring profiles and competencies
  • Improve sourcing strategies and recruitment channels
  • Develop and maintain talent pipelines

2\.Monitor and report recruitment KPIs:

  • Time-to-fill
  • Offer acceptance rate
  • Hiring success rate
  • Probation pass rate
  • Ensure compliance with labor laws and data privacy standards

B. Process Improvement and Workforce Planning

  • Develop structured hiring workflows
  • Standardize interview guides and evaluation forms
  • Improve onboarding process
  • Support manpower planning discussions with HR Director
  • Recommend improvements in recruitment systems and tracking tools

C. Learning and Development

  • Coordinate onboarding programs
  • Conduct training needs analysis
  • (TNA)Organize internal training sessions
  • Track employee training records
  • Support performance improvement initiatives

D. Supervisory Responsibilities

  • Coach and mentor Recruitment Officer
  • Conduct performance check-ins
  • Ensure workload efficiency and task accountability

Qualifications:

  • Bachelor's Degree in Psychology, Human Resource Management, Business Administration, Behavioral Science
  • 4–6 years HR experience
  • At least 2–3 years solid recruitment experience
  • At least 1 year supervisory or team lead experience
  • Experience handling multi-role hiring (rank-and-file to supervisory)
