Job Description:
Dobbs Defense Solutions is seeking an experienced and detail-oriented Technical Business Analyst to support a large-scale digital modernization and CMS transformation initiative. The ideal candidate will serve as the key liaison between business stakeholders, UX teams, content strategists, technical architects, and implementation teams to ensure business and technical requirements are effectively translated into actionable deliverables. This role requires strong analytical skills, experience supporting enterprise CMS and SharePoint modernization projects, and the ability to work within fast-paced public-sector environments.
Duties:
- Elicit, document, validate, and manage business, functional, technical, accessibility, migration, and governance requirements.
- Translate content audit findings, sitemap outputs, UX mockups, and IA recommendations into backlog-ready user stories and acceptance criteria.
- Collaborate with stakeholders to identify business priorities, workflows, operational constraints, and user needs.
- Support Drupal implementation planning by documenting technical constraints, integration requirements, dependencies, and configuration considerations.
- Analyze legacy SharePoint environments, content workflows, migration dependencies, and business processes.
- Develop traceability documentation linking business objectives, technical requirements, UX decisions, and migration strategies.
- Document non-functional requirements including accessibility, security, scalability, governance, redirects, auditability, and maintainability.
- Prepare backlog refinement documentation including epics, features, UAT scenarios, prioritization notes, and dependency mapping.
- Support strategic planning and implementation readiness activities through documentation and stakeholder coordination.
Qualifications
Required Education and Experience:
- Bachelor’s degree in Business Administration, Information Systems, Computer Science, or related field required.
- 10\+ years of business analysis, technical business analysis, or product ownership experience.
- 5\+ years supporting web modernization, Drupal implementations, SharePoint migrations, or enterprise CMS initiatives.
- Experience supporting large public-facing websites or content-heavy digital platforms.
- Experience writing user stories, acceptance criteria, backlog items, requirements matrices, and UAT documentation.
- Experience with WCAG, Section 508, security requirements, and public-sector compliance standards.
- Prior experience supporting Maryland state agencies, healthcare organizations, public health agencies, or comparable government environments strongly preferred.
- Experience with Drupal or comparable enterprise CMS platforms preferred.
- SharePoint-to-CMS migration experience preferred.
- CBAP, CCBA, or PMI-PBA preferred
- CSM, SAFe Agilist, ICAgile, or Product Owner certification preferred

Salary Range:
Pay range information will be disclosed consistent with applicable state and local pay transparency laws once available. For this position, the anticipated salary range is $52,000\.00 - $62,400\.00 annually, depending on experience, qualifications, and overall fit for the role.
